If there's a player like that in your group, recommend they talk to other nearby NPCs that aren't busy while you have your own conversation, to save time. Not only would I want to listen to everyone else's conversations but then I'd insist that I want to have my own conversation with the same NPC to see if I can get different dialogue. On the other hand, if it were someone showing me around and I was the new one I would probably be insufferable. So we blew through the ship and Fort Joy pretty efficiently, getting all the quests done and with minimal talking.
